Essentially, vacancies are arrived after proposals are made, defended and approved for MDA’s in the Office of Establishment and Management Services of the OHCSF. These vacancies when declared by MDAs to the Commission for Promotion, Conversion, and Upgrading are utilized for the posts and the effective date of such vacancies is always 1st January of the year.
Vacancies are expected to lapse after each and every year just like the approved financial budget of MDA’s.
Vacancies can occur on the retirement, dismissal or termination of an officer’s appointment. But such vacancies cannot be declared to the FCSC for promotion immediately until such vacancies become fully mature. For example, an officer who retired in February 2008 from the service, the vacancy created by his retirement cannot therefore be utilized for the 2008 promotion exercise, but the following year i.e. 1/1/09. This is because the officer was still on post by the effect of the promotion of 1/1/08.
It is therefore important to mention that it is not the Commission that declares vacancies for promotion, conversion or upgrading and cannot promote, convert or upgrade any officer where such vacancies have not been declared.
When MDA’s require more vacancies, they can only propose during manpower defense handled annually by the OHCSF (Establishment) matters.

The Federal Civil Service Commission (FCSC) - Further to the efforts of the present Administration in creating job opportunities, the Federal Civil Service Commission (FCSC) invites applications from suitably qualified candidates for recruitment into two hundred and fifty (250) vacant positions in the Office of the Auditor-General for the Federation.

Vacancy exists to fill the positions below:

1.) Principal Auditors (GL 12)

Qualifications and Functions:
Candidates applying for the position of Principal Auditor must possess the following:

  • A degree in accountancy from a recognized University plus at least 9 years post qualification cognate experience.
  • Professional qualification of any of the following accountancy bodies plus at least 3 years post qualification cognate experience:
  • Institute of Chartered accountants of Nigeria (ICAN)
  • Association of National Accountants of Nigeria (ANAN)
  • Association of Certified and Chartered Accountants (ACCA) of United Kingdom.
  • Chartered Institute of Public Finance (CIPF) of United Kingdom.

  • Carrying out high-level investigations and audit enquiries, monitoring and evaluating contract performance.
  • Processing financial statements and Audit Reports for the certification/signature of the Auditor-General.
  • Issuing audit inspection reports and undertaking follow-up actions.

2.) Assistant Chief Auditors (GL 13)

Qualifications and Functions:

  • Candidates applying for the position of Assistant Chief Auditor must possess the following:
  • A degree in accountancy from a recognized University plus at least 12 years post qualification cognate experience.
  • Professional qualification of any of the following accountancy bodies plus at least 6 years post qualification cognate experience:
  • Institute of Chartered accountants of Nigeria (ICAN)
  • Association of National Accountants of Nigeria (ANAN)
  • Association of Certified and Chartered Accountants (ACCA) of United Kingdom
  • Chartered Institute of Public Finance (CIPF) of United Kingdom.
  • Institute of Cost and Management Accountants (ICMA) of United Kingdom and the United States.
  • Institute of Certified Public Accountants (ICPA) of United States.
  • Candidates with degrees in other social sciences and have these professional qualifications plus 6 years post qualification experience may apply.

Background of Federal Civil Service Commission

The Central Public service Board was created on acceptance of the Nigerianisation Commision Report of 1st January, 1949. The main function of this board was to interview and recommed to the Governor-General candidates from within and outside the service for appointment or promotion. Later a caretaker Central Public Service Commission was constituted on the 3rd May, 1952 under the provision of Section 169 of the Nigerian Order-in-Council (Constitution) of 1951 and since then the name had changed severally. Under Section of the 1979 Constitution of the Federal Republic of Nigeria, the name changed to the Federal Civil Service Commission.

Structure of the Federal Civil Service Commission

The Commission has a total of 456 officers cutting across the various levels; this number however does not include the Chairman and fifteen (15) Commissioners. The competences are as follows:
With 49 officers on Salary Grade Level 15 and above that possess at least a First Degree in relevant fields (Humanities, Management and Accounts) and cognate experiences of over 20 years distributed among the six (6) departments, the core competence is in order.
On Salary Grade Levels 10 – 14, there are 55 officers. It is however observed that most of the officers are not University Graduates. There is therefore a gap in terms of the competence within the bracket especially in the human resources management which constitutes the core function of the Commission.
On Salary Grade Level 03 – 09 there are 352 officers mostly support staff with few University Graduates on salary grade level 08 – 09.
Generally, the staff composition is lean with only 456 staff manning a six-departmental structure and saddled with the constitutional responsibility of Appointment, Promotion and Discipline for the whole Federal Civil Service.

Vacancies are expected to lapse after each and every year just like the approved financial budget of MDA’s.
Vacancies can occur on the retirement, dismissal or termination of an officer’s appointment. But such vacancies cannot be declared to the FCSC for promotion immediately until such vacancies become fully mature.
