Project 2011 Swift Count is comprehensive citizen observation initiative for the upcoming Nigerian general elections. As part of its overall effort, Project 2011 Swift Count will employ statistical principles as well as information and communication technologies (ICTs) to more effectively observe the electoral process. In particular, trained, accredited non-partisan observers will be deployed to a representative random sample of polling stations on election day and will rapidly transmit their observation reports (including the official results for those polling stations as announced by the election officials) to a national information centre via mobile phones using coded text messages. This will enable Project 2011 Swift Count to provide timely, systematic and representative information on the conduct of voting and count.
Critically and for the first time in Nigeria, Project 2011 Swift Count will also be able to verify the accuracy of the official results for the presidential election and select gubernatorial elections as announced by INEC in Abuja. Project 2011 Swift Count is a joint initiative of the Federation of Muslim Women Associations in Nigeria (FOMWAN); Justice, Development and Peace/Caritas Nigeria (JDPC); Nigerian Bar Association (NBA); and Transition Monitoring Group (TMG)
Goal of Project 2011 Swift Count
Project 2011 Swift Count’svisionis a Nigeria where elections are free, fair and peaceful as well as viewed as credible and legitimate by its citizens. To achieve this goal, project seeks toenhance the confidence of the public and political contestants in the electoral process and the official results as announced by INEC. By providing more precise and representative information on voting and countingas well as independent verification of the official results as announced by INEC, Project 2011 Swift Count can: deter possible electoral fraud; increase transparency in the electoral process; and ensure that the elections truly reflect the will of the people.

Person’s Specification
• Bachelor degree / HND in Accounting
• Knowledge of internal control standards and techniques as well as a sound awareness of corporate governance or enterprise risk management ideally obtained through a minimum 2 years professional internal audit experience. Should be computer literate
• Chartered Accountant (ACA) is required
• NGO Grant management experience is preferred
• Ability to travel within the country
Duration: The offer is for a period of six months subject to renewal.
