Job Vacancies In Pro-Health International

Pro-Health International (PHI) is an indigenous, faith-based, non-profit, non-governmental and community-focused organization that focuses on providing health care and HIV/AIDS prevention programs to the African populace, especially Nigerian. PHI is currently implementing a USAID funded HIV/AIDS Reduction Program in Niger Delta (HARPIN) with project sites in Cross-River and River States and is recurring qualified professional staff to fill positions based in Calabar and Port Harcourt .

Current Vacant Positions:

Hiv/Aids Prevention Manager (Port Harcourt):
The Prevention Manager will work with PHI Project Management Team (PMT) to provide mentorship, technical assistance and supportive supervision to CBO’s, partners and health facilities to ensure than activities are appropriately planned, implement, monitors and evaluate in Rivers and Cross-Rivers State.

Qualification & Requirements: A Masters degree in Social Sciences, Public Health, Social Work or other relevant degree with a minimum of5 years of relevant field experience, preferably in Nigeria. He/she must have demonstrated expertise in HIV/AIDS prevention program design, implementation and management with a minimum of four years experience in a senior position providing technical assistance to NGOs, CBOs and FBOs in HIV/AIDS prevention

Pmtct Advisor (2) (Port Harcourt and Calabar):
The Program Advisor will provide direct supervision and oversight for the HARPIN PMTCT program and also serve as the primary contact to donor for all issues related, to USAID supported PMTCT and pediatric care program activities. He/she will work with PHI PMT to provide mentorship, technical assistance and supportive supervision to PMTCT sites and ensure that activities are appropriately planned, implemented, monitored and evaluated

Qualification & Requirements:
Medical degree and a Masters degree in Public Health(desirable) with a minimum of 3 years of progressive responsible experience providing support/guideline to regional and/or national level PMTCT services, including experience in designing and managing public sector programs required

Sexual Transmission Prevention Adivsor (Calabar):
The Advusor will lead a team of program staff to manage community based organizations to achieve set objectives. He/she will plan, design and implement sexual transmission prevention of HIV/AAIDS programs under the PEPFAR program according to the national guidelines and will lead several advocacy visits to key policy makers in Rivers and Cross Rivers state

Qualification Requirements:
A Masters degree in social sciences, public health promotion sciences or a related fuel with a minimum of 3 years experience. Experience in implementation of behavior change communication and community mobilization programs in the areas of RH and working with USAID supported behavior change and community mobilization programs will be an advantage

Monitoring And Evaluation Manager (Port Harcourt):
The M&E Manager will provide leadership in managing all aspect of the program’s monitoring and evaluation component and other project related research and management information systems. He/she will train and supervise partner organizations and sub-awardees on management information system (MIS) and record keeping, as well as ensure quality of data that are collected

Qualification: requirements:
A Masters in public health, Epidemiology, demography, statistic or other relevant social science or research field and at least 5 years of professional experience in monitoring and evaluation or other relevant health related analytical experience.

Duties and Responsibilities

Under the overall supervision of the Representative and direct supervision of the Head Reproductive Health Unit, the National Programme Analysts, Reproductive Health and Reproductive Health/Obstetric Fistula will work with the UNFPA RH team to support the national response in maternal health including antenatal care (ANC), Family Planning (FP), delivery care, post natal care, obstetric Fistula care and implementation of the government’s IMNCH strategy.

They will work with the national counterparts, the UN agencies and other partners to undertake the following tasks:

Provide substantive inputs into the design, implementation, monitoring and evaluation of programmes to increase access to Maternal health services including obstetric fistula care with quality evidence-based comprehensive intervention packages, within the context of the National IMNCH Strategy, taking into account socio-cultural factors. Working in close collaboration with National and state governments, UN Agencies, NGOs and other partners to ensure that appropriate national capacities are developed for the implementation of quality maternal health programmes.

Guide the development and implementation of policies and strategies for further scaling up the maternal health programme and obstetric fistula care activities of UNFPA in close collaboration with National and state governments, UN Agencies, NGOs and other partners

Provide technical assistance, guidance and support for the operationalization/ implementation of the IMNCH strategy at national and state levels.

Facilitate the involvement of all levels of society namely, government, civil society, NGOs, FBOs and the private sector in the development of plans, implementation and evaluation of interventions to reduce maternal morbidity and mortality.

Support the implementation of programmes to empower women and young people and improve their access to reproductive health information and services.

Support the collection (including through operational research) of lessons learnt and best practices that enhance the effectiveness of RH interventions, disseminate them to stakeholders, and advocate, mobilize and convene partners for large-scale up of response to increase access to RH services and reduce maternal mortality and morbidity.

Continuously analyze population and development, RH and gender issues in the country and provide data for decision making and target setting for RH programming. In addition, provide substantive input into advocacy strategies taking into account political and social sensitivities. Advocate and advance UNFPA’s policy agenda by participating in public information events

Contribute to analyses of national reproductive health data, challenges and priorities focusing on gender issues, women and girls and young and contribute to assessments of gaps in policy environment, policy implementation and programmatic responses. Review RH, maternal health obstetric fistula care and ASRH related policy and programme documents and provide recommendations to government counterparts and development partners to ensure multi-sectoral, gender-sensitive and evidence-based approaches;

Represent UNFPA in key RH-related for a, including the H4, UN RH Theme Group, RH Technical Working Group (TWG), IMNCH TWG, RHCS TWG obstetric fistula TWG and ensure consistent feedback to other UNFPA program sectors on the outcomes and outputs of these mechanisms and processes.

Undertake any other assignments as may be required by the Representative.

Be a Nigerian National (Male or Female)

Be a Medical Doctor with a post-graduate degree in Public Health or a related Social Science field.

Possess professional experience of a minimum of 8 years preferably in programme/project management in the public and/or private sector linked to Maternal health issues including obstetric fistula care especially with international bilateral, multilateral organizations or NGOs.

Possess good technical drafting and report/proposal writing skills and presentation and interpersonal communication skills.

Be experienced in working with government institutions and donor organizations.

Have a strong capability to communicate clearly and concisely in both oral and written English.

Have the ability to work under pressure.

Current Opening:
Monitoring & Evaluation Management Officer (Kaduna):

Provides leadership in managing all aspects of the programme’s monitoring and evaluation and knowledge management components in Kaduna State, by developing indicators and formats for supporting the collection, analysis, and arching of information covering all programme activities. Collaborates with the State Ministry of Health and other related agencies and stakeholders to strengthen state-level M&E and knowledge management systems.

Qualification Requirements:
Include a Master Degree in Public Health, Epidemiology, Demography, Statistics, or other relevant social science or research field, plus at least six years of professional experience in monitoring and evaluation, information management, or other relevant health-related analytic experience

Project Driver (Kaduna and Jigawa):

Qualification Requirement:

Job Title: Senior Logistics Advisor

Description:
The Partnership for Transforming Health Systems Phase II (PATHS2) is a 6 year program funded by the UK Department for International Development (DFID). The goal of the program is to ensure that Nigerias own resources are used efficiently and effectively to achieve the MDGs and the program is designed to work with the FMOH/SMOH to improve the planning, financing and delivery of sustainable and replicable pro poor health services for common health problems in Nigeria. PATHS2 is currently working at Federal Level and in four states of Jigawa, Kano, Kaduna and Enugu. Initial engagement process has begun with Lagos State MOH and the program will ultimately expand to cover up to six states.

PATHS2 program has five key outputs:
1. Stewardship role for health at national level strengthened.
2. State Systems to support appropriate health services improved.
3. Delivery of and access to sustainable, appropriate health services and supplies improved.
4. Ability of citizens and civil society to increase the accountability and responsiveness of the health system improved.
5. Capacity of the citizens to make informed choices about prevention, treatment and care strengthened.

Ensuring sustainable and pro poor supply of health products will play a critical role in ensuring that PATHS2 achieve some components of these outputs. Federal Ministry of Health and its various agencies plays/ will play critical role in ensuring this by:

  • enacting various policies, laws and regulations,
  • ensuring that there are sufficient resources to meet the prioritized Nigerian need of health products,
  • ensuring there is enough health product available within country to meet its current and future needs,
  • ensuring that there exist efficient, effective and harmonized logistics and supply chain management system within country,
  • ensuring there exists sufficient Human Resources with adequate capacity to manage health product supply chain system,
  • ensuring there is efficient information system

RESPONSIBILITIES
The scope of work will involve working closely with the FMOH and agencies (NPHCDA, NAFDAC, etc.) and PATHS2 State-level logistics partner AXIOS Foundation as well as the JSI integrated supply chain support office. The Logistics Advisor will work under the supervision of the PATHS2 Technical Coordinator to do the following:

  • Prepare workplan & budgets for the PATHS2 support to logistics and supply chain strengthening interventions by FMOH and agencies and state level state partners intended to achieve results as defined in the PATHS2 logframe.
  • Work closely with other development partners and stakeholders working to support FMOH in the area of health product supply chain.
  • Support or develop as required commodity security policies, including policies for essential medicines for PHC, reproductive health and family planning
  • Work with government and PATHS2 partners to identify key weaknesses and to develop a state-by-state strategy for strengthening of targeted supply logistics activities (Supply, Storage, Transport, Inventory and Customer Service)
  • Prepare terms of reference, job descriptions and budgets for international short term and long term consultants that will be required to support targeted supply chain logistics strengthening activities.
  • Oversee the work of short term and long term logistics consultants hired to support FMOH and its agencies.
  • Work closely with other PATHS2 technical leads, particularly Axios Foundation, and state counterparts to ensure coordinated approach e.g. with Health Financing, HR, M&E etc.
  • Prepare quarterly progress reports for the Technical Coordinator against the PATHS2 logistics workplan for national-level activities.
  • Support FMOH in developing and implementing their role in assuring the availability of essential health products to the poor. This may consist of following
  • Support FMOH to conduct necessary assessment and gap analysis to identify areas of support.
  • Work closely with FMOH and other stakeholders and support key partners to strengthen systems in identified areas of weakness.
  • Document and disseminate lessons learned.
  • Assure necessary technical assistance and support for the development and implementation of critical policies and systems designed to ensure a sustainable and pro poor health product supply.

Key Deliverables
The logistics advisor will assure preparation and delivery of the following documentation for logistics support activities:

  • Strategy for national support and international short-term technical assistance to the PATHS2-supported states for the purpose of strengthening public sector medical supply chains.
  • Annual Workplans and Budgets, Quarterly Mobilization Plans and Budgets.
  • Monthly and Quarterly logistics report (to form part of PATHS2 report to DFID).
  • SOW/TOR for international logistics consultants
  • Presentations, briefings and other publication intended to disseminate findings and any lessons learned that strengthen both national and State policy making in the areas of supply chain management for health products and services.

Reporting
The Logistics Advisor will report to the PATHS2 Technical Coordinator for all work planning and project management-related issues. S/he will work in close coordination with the PATHS2 State-level logistics partner, AXIOS Foundation to assure that the international technical assistance as well any the national level activities are coordinated in terms of timing as well as being technically consistent. S/he will report to the JSI Country Director for administrative issues as well as for seeking technical guidance if/when required.

QUALIFICATIONS
JSI as a logistics partner of PATHS2 is engaged to provide the support at national level to strengthen health product logistics and supply chain. It is expected to hire a long term logistics advisor to work as member of PATHS2 team. The advisor will report to the PATHS2 Technical Coordinator for the PATHS2 Project and to the JSI Country Director.

Qualifications

  • Post-graduate or graduate degree in pharmacy, public health, procurement, logistics, supply chain management or equivalent education or work experience.
  • Senior-level experience in international public health supply chain management programs with particular experience in integrated logistics systems, forecasting, system design, and performance improvement.
  • Proven experience managing rapidly growing public health programs, projects, and teams in a developing country context, with five (5) years or more senior management experience preferred.
  • Experience in performance improvement and development of human capacity.
  • Strong analytical and problem solving skills.
  • Excellent written and oral communications skills.
  • Demonstrated skills in Microsoft Office Suite applications, including Word, Excel, and PowerPoint; familiarity with PipeLine, Quantimed, and/or other health supply chain management software a plus.
  • Experience with donor-funded project management and financial procedures.
  • Nigeria experience strongly preferred

USAID Jobs in Nigeria March 2011: Vacancy for Program Director (Oyo)

USAID Nigeria is funding the project of The Network on Ethics/Human Right, Law, HIV/AIDS Prevention, Support and Care (NELA). A non-governmental organization based in Ibadan, but implementing HIV/AIDS, other health related activities in all the six-geopolitical zones in Nigeria.

NELA plans to implement a project to improve access to quality Orphans and Vulnerable Children (OVC) programming in Adamawa, Bornu; Yobe and Jigawa States of Nigeria and also to increase the adoption of safer sexual behaviour and promote normative change among selected sub­groups within general population in Nigeria to reduce new HIV infection. Successful candidates will be required to travel to the listed States as the job demands. The appointment will be for a period of one year in the first instance, but subject to extension of with availability of fund.

Job Position: Program Director

Location: Oyo

The Job:

  • The Program Director will provide technical assistance and build programmatic capacity of team members to achieve the project’s objectives. He/she will coordinate project components and technical inputs to reach the overall project goal. One major role will be to develop, implement strengthen capacity of team members on effective OVC and
  • Prevention strategies for the project He/she reports to the Chief of Party and liaises with external bodies on behalf of the COP.

Other responsibilities include:

  • Guide and support programme partners (CBOs/NGOs/FBOs) in developing their strategies and programmes in the field in accordance with the project’s overall mission and values,
  • Ensure that inputs from the Project Coordinating Office (PCO) are planned, coordinated and delivered in a timely way to maximize their effectiveness. Regularly monitor programme implementation in collaboration with the M&E Manager,
  • Responsible for providing support to State offices and managing information that is received from them.
  • Make recommendations for program amendments or for changes or Technical Support Strategies for consideration of the Executive Director,
  • Lead the planning and support of programme and M & E team for exit strategies where needed,
  • Build and maintain partnership with, relevant Federal/State/LGA departments and private sector towards sustainability of children welfare programmes in the focal states of implementing OVC project,
  • Represents the Chief of Party as needed
  • Undertake other responsibilities not outlined above but which are commensurate with a role of this nature and which have been discussed and agreed with the Chief of Party.

Qualification and Experience:

  • The desired candidate must possess a PhD in Health related field or an MD with at least 10 years of experience in designing and managing HIV prevention and OVC programs in developing countries.
  • Minimum of 5 years managing and providing strategic technical leadership as either a Project Director or similar senior level position on field programs, funded by external donors.
  • Must be familiar with international donor community environment and must have experience in planning and facilitation of training for different cadres of staff.
  • He/she must demonstrate leadership capacity through previous experiences in project management as well as demonstrate capabilities in management, institutional capacity building, high level strategic visioning and leadership. Familiar with the political, social, economic and cultural context of Nigeria environment.

NELA plans to implement a project to improve access to quality Orphans and Vulnerable Children (OVC) programming in Adamawa, Bornu; Yobe and Jigawa States of Nigeria and also to increase the adoption of safer sexual behaviour and promote normative change among selected sub­groups within general population in Nigeria to reduce new HIV infection. Successful candidates will be required to travel to the listed States as the job demands. The appointment will be for a period of one year in the first instance, but subject to extension of with availability of fund.

Job Position: Monitoring and Evaluation/Research and Publication Manager

The Job:
Must have an understanding of the HIV/AIDS epidemic and challenges with Orphan and Vulnerable Children (OVC) Programming in Nigeria. He/she must be able to lead and motivate others, able to work and deliver under-minute supervision, a good manager of people and resources and a team player with ability to pay attention to details. The M&E/Research and Publication Manager is responsible for all monitoring, evaluation and reporting activities working in collaboration with the Federal Ministry of Women Affairs, M & E OVC counterpart at the Federal and State levels.

He/she develops and maintains systems to collect and analyze information on inputs, outputs, outcomes and impacts of the project. He/she conducts supportive supervisory visits to States/LGAs and the sub-grantees at the community level to observe monitor, provide guidance and quality feedback on the use of OVC and prevention data and indications, analyse monthly, and support training of M&E personnel, quality assurance methods, both at the States and LGA levels.

He/she must initiate operational research on the prevention and OVC activities and outcome of the research in reportable/publishable document to share lessons with others.

Other responsibilities include:

  • Develop project monitoring plan
  • Conduct verification exercise and Data Quality Assessment (DQA).
  • Supervision and mentoring of partner’s organization’s M&E offices
  • Keep records of all source documents for verification of project accomplishments.
  • Tract data and program achievement
  • Ensure periodic M&E reports from partners to NELA according to agreed guidance.
  • Collects and collates reports from NELA implementing partners.
  • Conduct assessment and evaluation of potentials partners and project of the organization
  • Coordinates formative evaluation of community assessment to establish a baseline for NELA project
  • Develop project baseline, evaluation, result frame work,
  • Prepares monthly, quarterly and annual report on program activities and submit same to the Program Director
  • Assist project implementation in collaboration with project Director
  • Supervises and monitors implementation in collaboration with Project Director
  • Supervises and monitors implementation partners on the program; providing technical assistance on M&E, ensures target coverage and provision of quality services to program beneficiaries/target group.
  • Identifies and undertake operation research to ensure improved quality service delivery to target group and documents best practice from the program.
  • Builds and maintains relationship with funding partners and the relevant Government of Nigeria departments/units and/or private sector towards establishment and sustainability of children welfare program in the communities and country at large.
  • Undertake other responsibilities not outlined above but which are commensurate with a role of this nature and which have been discussed and agreed with the Chief of Party.

Qualification and Experience:

  • Candidates must have a minimum of Masters in Public Health (Epidemiology and Medical Biostatistics), social and Developmental Sciences with sound knowledge in Statistical analysis and Epidemiology.
  • A minimum of at least 5-8 years experience in M&E Work.
