Job Description
To ensure that Regulatory & compliance risks relating to WB within the designated Area are timely / proactively identified, assessed and mitigated/managed. Position is responsible to ensure that Wholesale Bank operates in compliance with Group & internal bank policies/guidelines and local regulatory requirements as well as applicable legal requirements.

The role holder advises and oversees the WB business with respect to its management of regulatory and reputational risk for West Africa.

Key Roles & Responsibilities
•             Plays a full part in the identification of material regulatory and reputational risks in the WB businesses in the region.
•             Collaborates pathologically with the Country Compliance teams in West Africa to deliver consolidated Compliance support.
•             Anticipates and assesses key regulatory risk trends in WB for management consideration and helps drive the development and implementation of appropriate mitigation control measures.
•             Be an expert in the local regulations in your Country of location.  Develop a working knowledge of the local regulations in West Africa.
•             Partners with MEPA WB Compliance colleagues covering OCC and the WB Product Partners (Financial Markets, Transaction Banking and Corporate Finance) to anticipate and assess regulatory risk trends as they relate to product.
•             Undertakes continual assessment of regulatory risks associated with West Africa WB.
•             Participates in the governance of West Africa WB.
•             Assists in approving new products and new business initiatives, as they relate to West Africa WB.
•             Assists West Africa WB business and other key support and control functions (including Country Compliance) with regulatory expertise as required, particularly with regard to regulatory inspections or investigations and embedding of new policies, procedures and processes. This does not necessarily mean that WB Compliance owns the responsibility to carry out those processes, which will lie with the Country Compliance/Business in line with
Group operating models.
•             Work on a global basis with the various regional and global compliance teams to ensure coordination and strategic implementation of compliance best practices for West Africa WB.
•             Partner with the relevant FCR Officers to assist their role in ensuring that Sanctions and CDD processes are fully embedded and compliant within West Africa WB, particularly with respect to client onboarding.
•             Attend the GM & OCC BORCs in your Country of location, and keep updated on relevant WB issues through close interaction with the Country WB Co-Heads, plus the Country Heads of TB within your Area. 

Controls development and implementation
•             Develops Compliance policies and procedures applicable to West Africa WB, particularly as they relate to existing or anticipated regulatory requirements.
•             Assists in the development and enforcement of product standards and controls.
•             Works collaboratively with the business, Country Compliance and Operational Risk in the LKCSA and BKCSA process, including lending expertise to Country Compliance as they complete the Control Book, Compliance Monitoring Reviews, RRMI and other Country responsibilities. 
•             Ensures appropriate documentation of controls and control decisions.

Training
•             Actively participates in the delivery of a program of activities that educates and encourages business managers and staff to operate in compliance with relevant laws, regulations and policies, with particular focus on embedding the key concepts of Appropriateness & Suitability, Managing Conflicts of Interest, and Cross-border Compliance.
•             Provides ad-hoc additional training as and when appropriate.
•             Assists in the development of an effective internal business compliance culture by promoting the benefits of ethical business conduct and the benefits of compliance.
•             Provides product-specific training to local specialists.
•             Distributes knowledge on “lessons learned” across various jurisdictions to local teams.

Monitoring/reporting
•             Develops and implements Compliance monitoring in conjunction with relevant stakeholders – local teams and/or WB Core Specialists.  Works with MEPA WB Compliance and Country Compliance on the Compliance Monitoring Review programme.
•             Prepares reports for WB Compliance management as necessary.
•             Ensures timely escalation of incidents, control breaches to relevant stakeholders – senior management in WB Compliance, local Country Compliance management, the Control Room and other risk stakeholders

Partnership
•             Builds and maintains relationships with relevant stakeholders in West Africa WB, local governance, in the L&C network, and in other support and risk functions.
•             Becomes the main point of contact for WB Compliance with respect to West Africa.
Qualifications & Skills
Technical Knowledge
•             Possesses core technical knowledge in laws and regulations applicable to West Africa WB.
•             Has a core grasp of WB processes, its operating model, and its key risks.
•             Has a solid general understanding of the core activities of OCC and the three product partners, to be able to seek expert guidance from, or raise issues to, Regional/Global WB Compliance and Control Room colleagues as required.  This will include a reasonable understanding of cross-border risks, FM risks related to Appropriateness & Suitability and a strong grasp of public/private and transactional conflicts issues.
Compliance skills
•             Core knowledge in risk identification, risk assessment, controls development, training, monitoring and reporting.
•             Core experience, shown by demonstrable achievements in the above areas.

Analytical skills
•             Core ability to analyse relevant laws and regulations and co-relate regulatory issues to products and business models.
•             Core ability to identify and articulate compliance issues.
•             Core problem solving and solution finding skills.
•             Introductory ability to carry out data mining and trend analysis.

Communications and client management skills
•             Core presentation skills – one-to-one, small group, large group.
•             Core teamwork skills.
•             Core ability to ensure that relevant stakeholders receive relevant and timely information on developments in compliance or in the business, with the priority on ensuring “no surprises”.
•             Core ability to use communications channels appropriate to the situation.
•             Strong investigation and dispute resolution skills (particularly in responding to client complaints).
•             Strong ability to lead discussions around complex problems with relevant stakeholders.
•             Strong ability to drive the compliance agenda with senior business leaders.

Institutional knowledge
•             Core knowledge of the system of internal controls that enables effective management of the affairs of the Group.
•             Core knowledge of internal governance and management structures.

Description
To assist the Wealth Team Leader in:

  • Executing below the line selling activities to increase value center business
  • Building relationships with customers to extend more banking facilities

Processing and review of loans

  • Ensuring that credit policy is complied with
  • Reviewing loan applications for credit approval

Submission of sales figures and projections

  • Ensuring that proper sales figures are being submitted
  • Submission of sales activities that are being conducted

Customer Service

  • Assisting customers with their personal financial needs
  • Attending to customers enquiries and complaints

KYC / money laundering

  • Ensure you remain alert to the risk of money laundering and assist in the Bank’s efforts in combating it by adhering to the key principles in relation to: “identifying your customer, knowing your customer, reporting suspicions, safeguarding records and not disclosing suspicions to customers”.

The Standard Bank

  • Founded in the Cape Province of South Africa in 1862 by John Paterson. Commenced business in Port Elizabeth, in January 1863.
  • Was prominent in financing the development of the diamond fields of Kimberley from 1867 and later extended its network further north to the new town of Johannesburg when gold was discovered there in 1885.
  • Expanded in Southern, Central and Eastern Africa and, by 1953, had 600 offices.
  • In 1965, it merged with the Bank of West Africa, expanding its operations into Cameroon, Gambia, Ghana, Nigeria and Sierra Leone.

Entry requirements

About the programme

This programme will provide you with the foundation for a truly international career, by covering:

You'll gain experience in country and group roles across a number of core teams within this critical function.

For CRES graduates, the on-the-job development consists of four standard rotations:

Rotation 1 – Country CRES (10 months)
Once on board you’ll be assigned a rotation within country compliance, and this will include developing knowledge and skills across a number of areas. During this time you’ll learn how to:

  • Prepare a clear brief from a business unit, regarding a real estate requirement, via a consulting approach
  • Translate the real estate brief into a premises requirement specification
  • Develop a business case for the real estate requirement
  • Engage the necessary stakeholders required to gain approval of specified premises
  • Take the business case through the Bank’s internal approval process
  • Conduct a premises search, using internal and external resources to identify a site which meets user requirements
  • Successfully negotiate favourable lease terms for the Bank
  • Prepare, in conjunction with the landlord, the required lease documentation necessary to ensure financial, environmental, health and safety and operational risks are mitigated to the extent possible
  • Renew an existing lease at most favourable terms
  • Conduct market reviews to benchmark industry trends and current market rates for various types of real estate, including office, retail and potentially warehouse
  • Effectively work with external service providers to maximise value throughout the leasing transactions process

Rotation 2 – Consumer Banking Branch (2 months)
This will include gaining an understanding of:

  • How we drive value and deliver exceptional customer service
  • The ability to explain the purpose and structure of our core products for Consumer Banking or Wholesale Banking
  • The role that their specific function plays in supporting the customer experience.
  • The end-to-end process from customer through to operations and accounting.
  • How the work of CRES impacts the front line
  • How Personal Financial Consultants (PFC) and Customer Relationship Managers (CRM) in branch operate
  • The development of outline structures

Rotation 3 – CRES Risk (4 months)
This will include gaining an understanding of:

  • The role of Business Continuity Management (BCM) and the risk management process
  • BCM best practice and key regulatory requirements
  • The Bank’s approach to the application of BCM measures and procedures to mitigate risks
  • Participating in a gap analysis review of country Business Continuity preparedness, and formation of a country action plan
  • The preparation and analysis of the Management Information reporting for Business Continuity

Rotation 4 – CRES Real Estate (7 months)
This will include building knowledge and skills around:

  • The regulatory environment, risks and challenges faced by an internationally active bank
  • How the Group’s key risk Compliance policies and processes are applied into country
  • How Compliance provides advice and assurance to the business and supports its progression
  • The regulatory risks in the specific business
  • The structure of the Group and a greater exposure to its governance processes and controls

Business skills training

You will be required to attend the CRES Academic programmes. These will start in your first year immediately after the International Induction Programme. These academic programmes will develop your skills and knowledge and ensure you get to benefit from direct contact with our senior managers.
