Job Title: Senior Logistics Advisor

Description:
The Partnership for Transforming Health Systems Phase II (PATHS2) is a 6 year program funded by the UK Department for International Development (DFID). The goal of the program is to ensure that Nigerias own resources are used efficiently and effectively to achieve the MDGs and the program is designed to work with the FMOH/SMOH to improve the planning, financing and delivery of sustainable and replicable pro poor health services for common health problems in Nigeria. PATHS2 is currently working at Federal Level and in four states of Jigawa, Kano, Kaduna and Enugu. Initial engagement process has begun with Lagos State MOH and the program will ultimately expand to cover up to six states.

PATHS2 program has five key outputs:
1. Stewardship role for health at national level strengthened.
2. State Systems to support appropriate health services improved.
3. Delivery of and access to sustainable, appropriate health services and supplies improved.
4. Ability of citizens and civil society to increase the accountability and responsiveness of the health system improved.
5. Capacity of the citizens to make informed choices about prevention, treatment and care strengthened.

Ensuring sustainable and pro poor supply of health products will play a critical role in ensuring that PATHS2 achieve some components of these outputs. Federal Ministry of Health and its various agencies plays/ will play critical role in ensuring this by:

  • enacting various policies, laws and regulations,
  • ensuring that there are sufficient resources to meet the prioritized Nigerian need of health products,
  • ensuring there is enough health product available within country to meet its current and future needs,
  • ensuring that there exist efficient, effective and harmonized logistics and supply chain management system within country,
  • ensuring there exists sufficient Human Resources with adequate capacity to manage health product supply chain system,
  • ensuring there is efficient information system

RESPONSIBILITIES
The scope of work will involve working closely with the FMOH and agencies (NPHCDA, NAFDAC, etc.) and PATHS2 State-level logistics partner AXIOS Foundation as well as the JSI integrated supply chain support office. The Logistics Advisor will work under the supervision of the PATHS2 Technical Coordinator to do the following:

  • Prepare workplan & budgets for the PATHS2 support to logistics and supply chain strengthening interventions by FMOH and agencies and state level state partners intended to achieve results as defined in the PATHS2 logframe.
  • Work closely with other development partners and stakeholders working to support FMOH in the area of health product supply chain.
  • Support or develop as required commodity security policies, including policies for essential medicines for PHC, reproductive health and family planning
  • Work with government and PATHS2 partners to identify key weaknesses and to develop a state-by-state strategy for strengthening of targeted supply logistics activities (Supply, Storage, Transport, Inventory and Customer Service)
  • Prepare terms of reference, job descriptions and budgets for international short term and long term consultants that will be required to support targeted supply chain logistics strengthening activities.
  • Oversee the work of short term and long term logistics consultants hired to support FMOH and its agencies.
  • Work closely with other PATHS2 technical leads, particularly Axios Foundation, and state counterparts to ensure coordinated approach e.g. with Health Financing, HR, M&E etc.
  • Prepare quarterly progress reports for the Technical Coordinator against the PATHS2 logistics workplan for national-level activities.
  • Support FMOH in developing and implementing their role in assuring the availability of essential health products to the poor. This may consist of following
  • Support FMOH to conduct necessary assessment and gap analysis to identify areas of support.
  • Work closely with FMOH and other stakeholders and support key partners to strengthen systems in identified areas of weakness.
  • Document and disseminate lessons learned.
  • Assure necessary technical assistance and support for the development and implementation of critical policies and systems designed to ensure a sustainable and pro poor health product supply.

Key Deliverables
The logistics advisor will assure preparation and delivery of the following documentation for logistics support activities:

  • Strategy for national support and international short-term technical assistance to the PATHS2-supported states for the purpose of strengthening public sector medical supply chains.
  • Annual Workplans and Budgets, Quarterly Mobilization Plans and Budgets.
  • Monthly and Quarterly logistics report (to form part of PATHS2 report to DFID).
  • SOW/TOR for international logistics consultants
  • Presentations, briefings and other publication intended to disseminate findings and any lessons learned that strengthen both national and State policy making in the areas of supply chain management for health products and services.

Reporting
The Logistics Advisor will report to the PATHS2 Technical Coordinator for all work planning and project management-related issues. S/he will work in close coordination with the PATHS2 State-level logistics partner, AXIOS Foundation to assure that the international technical assistance as well any the national level activities are coordinated in terms of timing as well as being technically consistent. S/he will report to the JSI Country Director for administrative issues as well as for seeking technical guidance if/when required.

QUALIFICATIONS
JSI as a logistics partner of PATHS2 is engaged to provide the support at national level to strengthen health product logistics and supply chain. It is expected to hire a long term logistics advisor to work as member of PATHS2 team. The advisor will report to the PATHS2 Technical Coordinator for the PATHS2 Project and to the JSI Country Director.

Qualifications

  • Post-graduate or graduate degree in pharmacy, public health, procurement, logistics, supply chain management or equivalent education or work experience.
  • Senior-level experience in international public health supply chain management programs with particular experience in integrated logistics systems, forecasting, system design, and performance improvement.
  • Proven experience managing rapidly growing public health programs, projects, and teams in a developing country context, with five (5) years or more senior management experience preferred.
  • Experience in performance improvement and development of human capacity.
  • Strong analytical and problem solving skills.
  • Excellent written and oral communications skills.
  • Demonstrated skills in Microsoft Office Suite applications, including Word, Excel, and PowerPoint; familiarity with PipeLine, Quantimed, and/or other health supply chain management software a plus.
  • Experience with donor-funded project management and financial procedures.
  • Nigeria experience strongly preferred

- Follow materials storage conditions in coordination with Operations representatives and warehouse team, and initiate actions when inspection, repair and/or moving are needed.
- Participate to internal and external audits, and take necessary actions as instructed by his hierarchy, for tracking materials, searching related documentation and processing regularisations.
- Responsible for the promotion of Company safety, environment and quality policies and programs, and carry out HSE specific duties and responsibilities related to the job.

Job Description
Activities

Prior Contract Award will be responsible and accountable for Umbilicals Package CFT schedule. In particular:
- With assistance from corporate specialists, in charge to conduct and / or coordinate all technical and contractual negotiations with tenderers within project schedule to ensure timely placement of purchase order (all with due account for the local context and needed approval from local authorities) ;
- In charge to monitor and manage all tenderers technical queries and qualifications including COMPANY answers ;
- Responsible for ensuring requirements technical design dossier (Exhibit E) and contract scope of work (Exhibit A) are all fully understood and can be executed by selected bidder;
- Responsible for ensuring all agreed interfaces aspects related to the Umbilicals purchase (free issued COMPANY item to main UFR contractor) are duly taken into account ;
- providing support, as necessary, to DGM UFR Packages for reporting, meetings organisation and attendance with main UFR package tenderers and / or local authorities, follow-up of technical meeting actions (including for instance close-out of PTR, HAZID, HAZOP points).
- With support from corporate head office, organise (as need be) umbilicals fabrication sites visits and audits. Eventually preparing and issuing technical evaluation report for recommended tenderers inclusive of all necessary technical discussions with local authorities to justify selected bidders.
After Contract Award will be responsible and accountable for Umbilicals order delivery to the project technical requirements and schedule including eventual fitness for purpose. In particular he will have to :

- Ensure that all aspects of the contract are duly and timely taken into account by the Vendor ;
- Erganising and managing a dedicated small QC team to supervise the umbilicals fabrication at vendor’s fabrication site ;
- Monitor and manage engineering development (inclusive of management of changes such as request for deviations) ;
- evaluate and coordinate answers to Contractor technical queries and letters ;
- coordinating and consolidating the necessary technical feedback ;
- ensure interfaces requirements are accounted for by liaising regularly with the package Interface Leader ensuring the inter-discipline coordination ;- ensuring schedule and quality critical activities are all identified liaising and coordinating with its QC team to ensure adequate coverage
for these equipment.

Through all execution phases he will be supported in his tasks by a technical team of dedicated specialised / engineers mobilised to the package or by COMPANY corporate services. As part of his day-to-day tasks he will ensure the liaison and coordination of the project technical team.

Job Requirements

Necessary Profile

• Master of Science (MSc) in engineering that relates to industry at large and preferably to Petroleum industry activities (such as Metallurgy / Material Engineering – preferred – or Mechanical Engineering or Civil Engineering); certified copy of diploma with grade shall be provided;

His education will have been complemented by professional trainings during his past professional experience.
• The Service holder will have at least 10 years of technical experience in the industry (although preferably with practice of Oil & Gas industry for offshore and relating to the provisions of subsea equipment) as project or site engineer with responsibilities including small team management and construction / fabrication site experience; he will also have knowledge of international design codes / standards and will
Have already been exposed to follow-up of subsea equipment PO.

Duties And Responsibilities
The incumbent reports to and receives guidance and policy support from the Operations Manager
who leads the Nigeria Office that serves the procurement and contracting needs of their
geographical areas and ensuring that procurement and commercial considerations are fully taken
into account in country programmes. S/he coordinates procurement activities and processes in
accordance with the organization’s mandate, financial rules and regulation and procurement
procedures of the UNPFA. The contracting activities encompass procurement, contracting, and
contract management of institutional goods and services suppliers for UNFPA’s programs and for
external clients, which include, Developing Country Governments, donors, NGOs, and other UN
organizations as well as internal customers.

A. Contract Management
-Assist the Office Manger, contracts in the management of long-term agreements in
accordance with UNFPA rules and regulation, procedures, including:
-Review accuracy and completeness of specifications for good/services to be contracted;
-Undertake market research to include all potential good/services providers;
-Prepare and issue Requests for Quotations and Invitation to Bids;
-Evaluate quotations/offers and recommend suppliers as appropriate;
-Prepare submission/recommendation to the CAP and CRC if applicable;
- Develop and draft contracts for clearance by Programme Specialists / Operations
Manager and obtain approval from the Representative;
-Support in the issuing of contracts;
-Follow up on performance (details below);
-Maintain an accurate and updated list of all UNFPA long-term agreements with dates of
renewals.
Liaise with internal customers and suppliers; Investigate and follow up on any contractual
related problem/inquiry to ensure suppliers’ adequate performance and customers’
satisfaction.
Monitor the performance of LTA suppliers in reference to established Key Performance
Indicators. Provide prompt responses to follow up on any query submitted by other UNFPA
departments and/or clients whether directly involved or not.

B. Supplier Management
Undertake market research in order to evaluate potential new suppliers. Update new
suppliers in the Field Office list of “Approved suppliers”. Advice new suppliers as to
registration requirements and procedures. Register new suppliers in the ERP system.
Keep abreast of market trends and developments in purchasing related field. Maintain an
accurate and active supplier database in support of UNFPA procurement requirements.
Liaise with other United Nations agencies to obtain information of existing Long Term
Agreements and contracts to be able to utilize them in reference to UNFPA requirements.
Coordinate and administer the flow of vendor information in the ERP system and the United
Nations Global Market Place (UNGM), including evaluation of supplier registrations in
accordance with established criteria.

C. Procurement Tools Management
Coordinate and administer the information flow related to products and services available
through Long Term Agreement, including prices, terms and conditions, validity of contracts
and technical as well as logistical information in electronic form that may be available in the
office or for other relevant parties as required.
Monitor and maintain the UNFPA Nigeria internet site, making sure all information is up to
date. Liaise and coordinate with corresponding responsible branches in DMS in reference
to technical developments and enhancements to provide informative and accurate content.
Undertake other tasks and duties as required.
