Site Modification Request Engineer
Job Description

Within the Field Operations organization and in the Production Performanceunit the SMR Engineer shall:
• Coordinate the reviews of the SMR procedure until validation in order to optimize the SMR process according to Company CRs and GMs
• Liaise with the Engineers in charge of the Departments involved in the SMR procedure such as Maintenance, Production, ECP, HSE.
• Act as focal point for collecting the SMRs documents and updating the SMR register
• Upon collection of the SMR, perform a first screening and nominate modification leaders
• Compile synthesis on modifications for management reviews if so requested by Management
• With the input from the initiators prepare the pre-study dossier which shall include
• Simplified technical dossier
• Cost estimate
• Estimate planning
• Simplified execution plan
• Suggested contract strategy
• Obtain management approval for costs and execution plans prior to implementation
• Finalize the formal hand over to ECP for Class 1 modifications
• Manage SMR scope revisions and issue a revised scope where required
• Follow directly the execution of the intervention for Class 2 modification and fast track modification
• Liaise with ECP Department on the implementation of the Class 1 modifications
• Initiate weekly meetings with FO, ECP and FPSO engineers. Weekly meeting will result in the update of the SMR Register
• Organise kick-off and ad-hoc meetings for specific SMRs in liaison with ECP Project Engineer and nominated FO Modification Leader
• Follow up the execution of the final tests.
• Receive the formal hand-over from ECP at the end of the execution phase up to the Hand Over Certificate (HOC)
• Monitor the preparation of documents and plan modification and ensure update of technical documentation after modification completion
• Ensure that documents are captured in PDMS.
• Travel to the FPSO (and to Onne base if necessary) on regular basis to follow up the SMR process and to strengthen the cooperation between onshore and offshore technical teams

Job Requirements
Education: Mechanical Engineer specialized in Petroleum Engineering, with knowledge in process, chemistry, materials, rotating and static equipment.
Experience of 5/10 years in engineering activities related to the offshore installations both in shallow water and in FPSO deep water technology
FOREIGN LANGUAGE: English – fluent level

Job Requirements
Qualification:

Professional Experience (number of years): 5-10 years experience Oil and Gas – Offshore / Onshore Industry or similar Engineering environment. This position requires a professional with good technical, analytical, and interpersonal skills.
Demonstrable hands-on competency in using Primavera P3e or P3 Project Planner, as well as Microsoft Word, PowerPoint, and Excel.
Proven ability to interface with internal / external specialists, other disciplines, contractor personnel, Company personnel, other Company project teams, and Company operations personnel at the existing facilities.
Strong communication skills including ability to communicate effectively with contractors and management as necessary

Job Description
Main Responsibilities:

The service provider shall be fully responsible for supervising and coordinating site construction activities done by CONTRACTORS from site survey, camp erection till pipeline commissioning, hand-over and demobilization.
To ensure COMPANY Technical Documents are being implemented by CONTRACTOR at site.
Management of the site construction supervision team, and control of CONTRACTOR activities.
Adequate reporting to NOPL Project Manager.
Coordination within NOPL supervision team in HSE, QA/QC and contractual matters.
Provide assistance to the Project Engineers for interface management, detailed and construction Engineering review.
Participate and assist with local NOPL team members training and development though Project execution.

Main Activities:
1. HSE

Assist the Project Management Team to ensure compliance of CONTRACTOR construction activities with Client and Project safety objectives throughout the life of the Project.

2. Contract
To manage the site construction supervision team, in order to achieve a proper control of all CONTRACTOR activities and work for all areas and disciplines.
To assess the seriousness and urgency of possible problems encountered by or with CONTRACTOR, and, when necessary, to obtain an acceptable remedial actions plan from CONTRACTOR.
To assess the relevancy of the construction related VOR issued by CONTRACTOR, and prepare supporting data for the purpose of the internal VOR review meeting, under the responsibility of the Construction Manager.
To prepare and attend the weekly, monthly and, when concerned, ad-hoc meetings with CONTRACTOR.
To maintain good relationships with CONTRACTOR in order to achieve Project objectives.
Keep the Package Manager informed of all the events which may affect the successful completion of the Project goals.

3. Interfaces
To follow-up any interface questions between CONTRACTOR and other contractors on site and to coordinate with the relevant NOPL supervisory team members in that respect to minimize any possible impact on the disruption of the work.

4. Coordination
Assist the NOPL Project Manager in coordinating the site commissioning, site safety, site security, site engineering site quality surveillance activities, and site services as required.
Provide input and reviews to detailed design & construction engineering phase.
To put in place an appropriate hand-over system with his back to back, in accordance with the Package Manager’s request.
Adequate reporting on construction activities to Project Controls, preparing site reporting data for Project Controls
Assist CLO/CRO in communities’ management matters as necessary.

Work in close relationship with NAPIMS representatives assigned to site and, on their request, provide available information on the work performed by CONTRACTOR.

Job Requirements
Essential Requirements Of Job:

Experienced site representative / construction manager with a good level of technical understanding of all disciplines, with at least 20 years experience of large onshore pipeline projects Good understanding of the Contractual relationships between COMPANY, CONTRACTOR and their sub-contractors.

Fluent in English (speaking and writing). Negotiation and team management skills; good communication skills and ability to work in a complex team.

Within the framework of the DW stock management team, the job holder performs and/or controls stock movements of Field operations, drilling and Completion materials within Company’s data system, and keeps clear records and documentation related to this activity, under the supervision of the Stock Management Superintendent.

The main ID system to be used is UNISUP (SAP application for all companies subsidiaries worldwide).
- Process stock issues for materials required by operations team, until physical handover to Logistics for delivery to field.
- Control materials receptions and movements performed by reception and warehouse personnel.
- Track materials returns from field or contractors, and perform relevant input in the data system: integration or reintegration, stock transfers, and issues to contractors when inspection, repair or assembly or tests are needed, in close coordination with Operations teams representatives.
- Perform periodical stock inventory control of materials stored at the warehouse, pipe yard or contractors facilities, issue reports and follow subsequent actions as instructed by his hierarchy.
- Follow materials storage conditions in coordination with Operations representatives and warehouse team, and initiate actions when inspection, repair and/or moving are needed.
- Participate to internal and external audits, and take necessary actions as instructed by his hierarchy, for tracking materials, searching related documentation and processing regularisations.

Job Description
Activities

Prior Contract Award will be responsible and accountable for Umbilicals Package CFT schedule. In particular:
- With assistance from corporate specialists, in charge to conduct and / or coordinate all technical and contractual negotiations with tenderers within project schedule to ensure timely placement of purchase order (all with due account for the local context and needed approval from local authorities) ;
- In charge to monitor and manage all tenderers technical queries and qualifications including COMPANY answers ;
- Responsible for ensuring requirements technical design dossier (Exhibit E) and contract scope of work (Exhibit A) are all fully understood and can be executed by selected bidder;
- Responsible for ensuring all agreed interfaces aspects related to the Umbilicals purchase (free issued COMPANY item to main UFR contractor) are duly taken into account ;
- providing support, as necessary, to DGM UFR Packages for reporting, meetings organisation and attendance with main UFR package tenderers and / or local authorities, follow-up of technical meeting actions (including for instance close-out of PTR, HAZID, HAZOP points).
- With support from corporate head office, organise (as need be) umbilicals fabrication sites visits and audits. Eventually preparing and issuing technical evaluation report for recommended tenderers inclusive of all necessary technical discussions with local authorities to justify selected bidders.
After Contract Award will be responsible and accountable for Umbilicals order delivery to the project technical requirements and schedule including eventual fitness for purpose. In particular he will have to :

- Ensure that all aspects of the contract are duly and timely taken into account by the Vendor ;
- Erganising and managing a dedicated small QC team to supervise the umbilicals fabrication at vendor’s fabrication site ;
- Monitor and manage engineering development (inclusive of management of changes such as request for deviations) ;
- evaluate and coordinate answers to Contractor technical queries and letters ;
- coordinating and consolidating the necessary technical feedback ;
- ensure interfaces requirements are accounted for by liaising regularly with the package Interface Leader ensuring the inter-discipline coordination ;- ensuring schedule and quality critical activities are all identified liaising and coordinating with its QC team to ensure adequate coverage
for these equipment.

Through all execution phases he will be supported in his tasks by a technical team of dedicated specialised / engineers mobilised to the package or by COMPANY corporate services. As part of his day-to-day tasks he will ensure the liaison and coordination of the project technical team.

Job Requirements

Necessary Profile

• Master of Science (MSc) in engineering that relates to industry at large and preferably to Petroleum industry activities (such as Metallurgy / Material Engineering – preferred – or Mechanical Engineering or Civil Engineering); certified copy of diploma with grade shall be provided;

His education will have been complemented by professional trainings during his past professional experience.
• The Service holder will have at least 10 years of technical experience in the industry (although preferably with practice of Oil & Gas industry for offshore and relating to the provisions of subsea equipment) as project or site engineer with responsibilities including small team management and construction / fabrication site experience; he will also have knowledge of international design codes / standards and will
Have already been exposed to follow-up of subsea equipment PO.
• The Service holder will be team orientated, will show good communication skills and will be results orientated with co-ordination skills.
