Required Skills And Experience

Education:
Master’s Degree or equivalent in Economics, Social Sciences, International Relations, Political Science or Related fields.

Experience:
Minimum 7-10 years of progressively responsible relevant experience at national or international in planning and design of monitoring and evaluation of development projects.
Proven knowledge and experience in programme/project formulation and implementation and resource mobilization. Ability to motivate a team and to maintain effective working relationships with colleagues and people of different cultural background.
Demonstrated ability to tale initiatives and senior responsibility.
Excellent oral and written communication skills.
Excellent IT skills.

LANGUAGE:
Fluency (both written and spoken) in English.
Knowledge of at least one national language would be desirable.

Background

The purpose of this TOR is specifically:

• To recruit an individual to provide essential day to day IT support for the UNAIDS office in Abuja, Nigeria on a part time basis (three (3) days a week or as may be required/necessary)
• The required services will be performed at UNAIDS premises, Abuja, Nigeria.
Background

UNAIDS Nigeria office is located in the UN House where other UN agencies are resident and requires technical IT support for the day to day functioning.

The office is setup with core network devices, (Server computer running Windows Server 2003, Juniper firewall, Cisco switch, patch panel, Videoconferencing unit). The Windows 2003 Server includes Active Directory (AD), DNS, DHCP and File/Print services. The server equally support backup which provide daily, weekly and monthly backup of all user’s data in the Server.

Currently, 8 laptop Computers and 10 Workstations are installed using standard setup (image) with Windows XP Professional and Microsoft Office 2003 with file Format Converter. Outlook 2003 is the email interface and users access UNAIDS Exchange Server using RPC over HTTP protocol.

Duties and Responsibilities

The IT clerk is expected to support the UNAIDS Office in Nigeria in the performance of the following tasks:

• Provide on general IT support to the users mainly in Windows XP Professional and Microsoft Office 2003 applications.

• Proactively ensure that all work stations and laptops are maintained and have the latest security patch installed.

• Ensuring the security and integrity of staff information and documents.

• Focal point for UNAIDS Abuja IT staff training including ICDL.

• Ensuring availability of Internet services to users in the UNAIDS office.

• Provide advise on assistance in procurement of new equipment, provide technical specification on local best options, review of quotations and bids.

• Ensure that backup is functioning as configured and that all backups are successful and restored data (or upon user’s request). Tape backup needs to be changed or rotated and or store off-site.

• Evaluation of supplied ICT equipment by UNAIDS vendors to ensure compliance with set standard specification stipulated for the vendors.

• Maintain and perform LAN patching and keeping the data current.

• Maintain an up date inventory of the units software and hardware also maintain a library of reference materials, develop procedures for usage and provide related information to staff.

• Escalate technical issues to Regional and /or HQ helpdesk for timely problem resolution.

• Ensure desktop, laptops and Server are adequately safeguarded against unauthorized access. Virus detection, removal and prevention for all system.

• Provide assistance for data access, transfers and conversions.

• Upgrading of existing computers to improve system performance and efficiency.

• Responsible for the management and administration of UNAIDS Nigeria server.

Most activities will be with close interaction with the Regional ICT Coordinator in Dakar and or with the Field IT Services team in HQ Geneva

UNDP Nigeria Consultant:Elections Results Management Expert

Duties and Responsibilities

Function / Expected Results
1. Management of the results transmission and management component of the DGD:

  • Develop and manage relation with INEC in the area of results transmission and management;
  • Preparation of activities, financial and human resources needed for creating a system for transmission of preliminary results and capacity building to support INEC in relation to the 2011 elections;
  • Monitor the implementation of this component of the programme and to provide detailed narrative and financial reports when due;
  • Undertake Needs Assessment missions with regard to preliminary results transmission and management in the country.

2. Advise on related operational matters to INEC:

  • The Expert will provide advise to INEC with regard to improvements of their operational capacities with regard to preliminary results transmission and management, thereby improving the capacity of INEC to correctly deliver fast and reliable elections results;
  • Provision of advice to the Project Director on preliminary results transmission to advise the Steering Committee Board in its strategic planning and decision-making;
  • Identification of best practices and lessons learnt directly linked to programme country policy goals;
  • Effective supervision and achievement of these deliverables from INEC.

3. Maintain relationships with INEC in the operational activities in Nigeria

  • Building of synergy among institutions working on results transmission;
  • To provide support and advise to INEC in their relation with political parties, domestic and international observer groups, and other stakeholders on this issue;
  • Maintenance of a robust relationship between the Technical Support Unit (TSU) of the project and partner organizations;
  • Nurturing broader partnerships in the areas of results transmission and engage with project partners effectively;
  • Effective monitoring and evaluation of operational project activities thereby ensuring value for money.

4. Certifying financially supported works focusing on achievement of the following results:

  • Ensuring that a results transmission system is in place to allow for a fast and reliable transmission of preliminary elections results from Polling Stations to INEC HQ level on Polling Day;
  • Ensuring that reporting timelines are strictly complied with;
  • Provision of all reports submitted by INEC collated in a well-organized manner and discussed and shared with Project Director for endorsement.

Required Skills and Experience

  • A minimum of an advanced university degree in the field of Economic Science, Management, Business Administration or any other discipline relevant to the related subject.
  • At least ten years progressive professional experience in the work of operational support across different regional settings and in a field environment, with a minimum of 5 years in the field of communications;
  • Familiarity with Nigeria an added advantage
