Background:
IPEC, a programme of the ILO, operates in over 80 countries worldwide, its aim at effective abolition of child labour by assisting member states in designing and implementing policies and programmes to prevent and eliminate child labour, including a focus on elimination of the worst forms of child labour.

Duties
The Administrative Assistant shall:
Provides administrative and financial support to IPEC management and other UPEC staff
Maintain up to date database and detailed record/files of administrative operations, banks transactions, record of actions, minutes of meetings, seminars etc.
Undertake logistical, secretarial and protocol functions including travels, lodgings, payment of DSA, drafting of correspondences, documenting of contracts information, verification of works done etc.
Brief staff, expect and.or consultant on administrative procedures. Respond to queries from inside and outside the organization. Participle in internal meetings to provide information on administrative matters. Assist in preparation of projects or programme documents, evaluation and reports
Perform other activities as may be assigned by the supervisor

Education: First level university level degree in relevant field
Experience: Five years of professional experience in the
Languages: Excellent command of English and knowledge of French an asset

Competencies: The person must have good knowledge of administrative procedures and accounting principles, ability to search and retrieve information from central database and compile reports, ability to operate computer program and software packages of various administrative actions, good drafting skills, abilitu to establish and maintain effective relationships with officials at all levels and ability to work accurately with administrative data.

Duties and Responsibilities

Under the overall supervision of the Representative and direct supervision of the Head Reproductive Health Unit, the National Programme Analysts, Reproductive Health and Reproductive Health/Obstetric Fistula will work with the UNFPA RH team to support the national response in maternal health including antenatal care (ANC), Family Planning (FP), delivery care, post natal care, obstetric Fistula care and implementation of the government’s IMNCH strategy.

They will work with the national counterparts, the UN agencies and other partners to undertake the following tasks:

Provide substantive inputs into the design, implementation, monitoring and evaluation of programmes to increase access to Maternal health services including obstetric fistula care with quality evidence-based comprehensive intervention packages, within the context of the National IMNCH Strategy, taking into account socio-cultural factors. Working in close collaboration with National and state governments, UN Agencies, NGOs and other partners to ensure that appropriate national capacities are developed for the implementation of quality maternal health programmes.

Guide the development and implementation of policies and strategies for further scaling up the maternal health programme and obstetric fistula care activities of UNFPA in close collaboration with National and state governments, UN Agencies, NGOs and other partners

Provide technical assistance, guidance and support for the operationalization/ implementation of the IMNCH strategy at national and state levels.

Facilitate the involvement of all levels of society namely, government, civil society, NGOs, FBOs and the private sector in the development of plans, implementation and evaluation of interventions to reduce maternal morbidity and mortality.

Support the implementation of programmes to empower women and young people and improve their access to reproductive health information and services.

Support the collection (including through operational research) of lessons learnt and best practices that enhance the effectiveness of RH interventions, disseminate them to stakeholders, and advocate, mobilize and convene partners for large-scale up of response to increase access to RH services and reduce maternal mortality and morbidity.

Continuously analyze population and development, RH and gender issues in the country and provide data for decision making and target setting for RH programming. In addition, provide substantive input into advocacy strategies taking into account political and social sensitivities. Advocate and advance UNFPA’s policy agenda by participating in public information events

Contribute to analyses of national reproductive health data, challenges and priorities focusing on gender issues, women and girls and young and contribute to assessments of gaps in policy environment, policy implementation and programmatic responses. Review RH, maternal health obstetric fistula care and ASRH related policy and programme documents and provide recommendations to government counterparts and development partners to ensure multi-sectoral, gender-sensitive and evidence-based approaches;

Represent UNFPA in key RH-related for a, including the H4, UN RH Theme Group, RH Technical Working Group (TWG), IMNCH TWG, RHCS TWG obstetric fistula TWG and ensure consistent feedback to other UNFPA program sectors on the outcomes and outputs of these mechanisms and processes.

Undertake any other assignments as may be required by the Representative.

Be a Medical Doctor with a post-graduate degree in Public Health or a related Social Science field.

Possess professional experience of a minimum of 8 years preferably in programme/project management in the public and/or private sector linked to Maternal health issues including obstetric fistula care especially with international bilateral, multilateral organizations or NGOs.

Possess good technical drafting and report/proposal writing skills and presentation and interpersonal communication skills.

Be experienced in working with government institutions and donor organizations.

Have a strong capability to communicate clearly and concisely in both oral and written English.

Have the ability to work under pressure.

Have proficiency in current office software applications.

Nigerian Women's Trust Fund is a mechanism to increase the number of women elected into political positions at all levels of governance in Nigeria. The Mission of the Fund is to facilitate equitable participation and fair play in the political process in Nigeria. In particular the Fund seeks to provide financial and technical assistance to women politicians. The Trust Fund is an independent registered company limited by guaranty, with Goodwill Ambassadors, an Advisory and a Board of Directors.
Women in Nigeria constitute 49.7% of the country's estimated population of 150 million (NPC 2006). In spite of this, the estimated number of women represented in the executive and judiciary at local, state and federal levels is an estimated 7% (UN Women). This falls short of the National Gender Policy benchmark of 35% as well as other global and regional benchmarks to which the country is signatory. The situation places a demand for the establishment of mechanisms to facilitate an increased qualitative representation of women in appointive and elective positions in Nigeria. It also provides the contextual background for the establishment of the Nigerian Women Trust Fund to lead this desired expansion of women's space.
We are recruiting for the following positions:
1.) Job Title:
CEO

Job Objectives
We seek to recruit a pioneer CEO who will be saddled with strategic and administrative responsibilities including the institutionalization of the Trust Fund, refining its foundational documents and developing its strategic plan.
The successful candidate will lead a team of managers and a compact staff to identify prospective grant recipients, prepare grant recommendations, monitor and evaluate program activities, develop new funding strategies and be on top of the latest developments in the substantive areas of the Trust Fund.
S/he must have clear understanding of women's human rights, strong communication, leadership, research, people and program management and strategic skills. In addition, the person must be an analytical thinker, and results orientated. The person serves as a representative of the Trust Fund and other constituents in situations that require tact and diplomacy.
It is important that the person concerned have a detailed knowledge of Nigeria, women's political activities, movements and organizations, women politicians and the workings of government and an understanding of the interaction between government, civil society and the private sector as well as experience in programme design and Monitoring and Evaluation capabilities.
In summary, the CEO has overall responsibility for implementing the strategic goals of the organisation, managing the secretariat and overseeing its day-to-day operations. Knowledge, experience and passion for women empowerment and Nigeria are essential Substantial.
Knowledge, Skills and Experience
Minimum of ten (10) years ten relevant work experience is essential. A postgraduate qualification is required. Background in the social sciences is required. Exceptional organizational and managerial skills and demonstrated experience including the ability to take initiative and work independently are essential. Previous experience with grant-making/grant-seeking and non-governmental organizations (NGO's) especially women's organisations is highly desirable. Strong written and oral communication skills are essential. Strong interpersonal skill is a must. Comfort with and open to people who hold diverse views and perspectives are essential. Demonstrated commitment to the beliefs and goals of the Trust Fund; well-organized and efficient at managing multiple tasks and meeting tight deadlines are required. Ability to organize and convey problems/issues in written and oral format; manage and prioritize own time, staff and to execute work activities are desirable. Computer skill is a must.
Remuneration:
A competitive package based on experience.
The appointment will be for three years with possibility of renewal for not more than two more terms.
2.) Job Title:
Coordinator Finance and Administration
Dept: Administration/Finance
Reports To: CEO
Location: Abuja
General Summary:
The Director of Administration and Finance is responsible for all financial and administrative affairs associated with the Trust Fund's activities, including investments, human resources, day- to- day accounting, payroll and financial operations, preparation and monitoring of budgets and spending, preparation of the Trust Fund's tax returns, financial statements, and other financial filings required by applicable law. In summary, S/he is the primary source of financial and administrative advice to the CEO, the Board of Trustees, and the staff on Trust Fund-related matters. The Director reports to the CEO and serves as a member of the senior staff advising the CEO on policy and organizational matters and on such other matters as requested by the CEO.
Knowledge, Skills and Experience
Minimum of eight years of relevant work experience is required. Postgraduate and international professional qualifications are essential. Background in a finance and
Investment related academic program is preferred.
3.) Job Title:
Coordinator Programs

General Summary
The Director of Programs is responsible for the oversight of the day-to-day program-related activities, grant making, implementation of projects, reporting of projects and development of programs and supervision of staff assigned to the program area. The Director evaluates and recommends grants; responsible for achieving overall program objectives; and is expected to foster collaboration with other donor agencies. The Director reports to the CEO; is a member of the senior officer group that provides advice to the CEO on a range of program issues; and performs such other duties as may be directed by the CEO.
Knowledge, Skills and Experience
Minimum of eight years of relevant work experience is a must. A postgraduate education is essential Background in gender related issues and or women movements and organizations is preferred. Exceptional organizational and managerial skills and demonstrated experience including the ability to take initiative and work independently are essential. Previous experience with grant-making/grant-seeking and non-governmental organizations (NGO's) and especially women NGOs is highly desirable. Strong written and oral communication skills are essential Strong interpersonal skill is a must. A good working knowledge & understanding of Logical frameworks, participatory Programme M & E, Skills in identifying and overcoming barriers to effective programme monitoring and the ability to generate, collate and analyse qualitative & quantitative M&E data. Other skills required are good report writing, people and brilliant communication abilities. Previous successful programme experience in similar capacity will be an added advantage.

4.) Job Title:
Coordinator Fund Raising

General Summary
The Director of Fund raising is responsible for the development, implementation and evaluation of the fund raising strategy of the Trust Fund. S/he oversights grant making activities, grant making, reporting on grants, development of grant making plans and supervision of staff assigned to the grant making area. The Director evaluates and recommends possible donors and sources of grants to the fund; . S/he is responsible for achieving overall fund raising program objectives; and is expected to foster collaboration with other donor agencies. The Director reports to the CEO; is a member of the senior officer group that provides advice to the CEO on a range of resource raising issues; and performs such other duties as may be directed by the CEO.
Knowledge, Skills and Experience
Minimum of eight years of relevant work experience is a must. A postgraduate education is essential. Background in gender related issues and or women movements and organizations is preferred. The purpose of this TOR is specifically:

• To recruit an individual to provide essential day to day IT support for the UNAIDS office in Abuja, Nigeria on a part time basis (three (3) days a week or as may be required/necessary)
• The required services will be performed at UNAIDS premises, Abuja, Nigeria.
Background

UNAIDS Nigeria office is located in the UN House where other UN agencies are resident and requires technical IT support for the day to day functioning.

The office is setup with core network devices, (Server computer running Windows Server 2003, Juniper firewall, Cisco switch, patch panel, Videoconferencing unit). The Windows 2003 Server includes Active Directory (AD), DNS, DHCP and File/Print services. The server equally support backup which provide daily, weekly and monthly backup of all user’s data in the Server.

Currently, 8 laptop Computers and 10 Workstations are installed using standard setup (image) with Windows XP Professional and Microsoft Office 2003 with file Format Converter. Outlook 2003 is the email interface and users access UNAIDS Exchange Server using RPC over HTTP protocol.

Duties and Responsibilities

The IT clerk is expected to support the UNAIDS Office in Nigeria in the performance of the following tasks:

• Provide on general IT support to the users mainly in Windows XP Professional and Microsoft Office 2003 applications.

• Proactively ensure that all work stations and laptops are maintained and have the latest security patch installed.

• Ensuring the security and integrity of staff information and documents.

• Focal point for UNAIDS Abuja IT staff training including ICDL.

• Ensuring availability of Internet services to users in the UNAIDS office.

• Provide advise on assistance in procurement of new equipment, provide technical specification on local best options, review of quotations and bids.

• Ensure that backup is functioning as configured and that all backups are successful and restored data (or upon user’s request). Tape backup needs to be changed or rotated and or store off-site.

• Evaluation of supplied ICT equipment by UNAIDS vendors to ensure compliance with set standard specification stipulated for the vendors.

• Maintain and perform LAN patching and keeping the data current.

• Maintain an up date inventory of the units software and hardware also maintain a library of reference materials, develop procedures for usage and provide related information to staff.

• Escalate technical issues to Regional and /or HQ helpdesk for timely problem resolution.

• Ensure desktop, laptops and Server are adequately safeguarded against unauthorized access. Virus detection, removal and prevention for all system.

• Provide assistance for data access, transfers and conversions.

• Upgrading of existing computers to improve system performance and efficiency.

• Responsible for the management and administration of UNAIDS Nigeria server.

Most activities will be with close interaction with the Regional ICT Coordinator in Dakar and or with the Field IT Services team in HQ Geneva
