Job Vacancies
The Partnership for Transforming Health Systems 2 (PATH 2), a DFID funded programme in Nigeria, aims to improve the planning, financing and delivery of sustainable and replicable pro-poor health services for common health problems, focusing on six states and the federal government. PATHS2 is recruiting qualified professional staff to fill positions based in Kaduna and Jigawa.

Current Opening:
Monitoring & Evaluation Management Officer (Kaduna):

Provides leadership in managing all aspects of the programme’s monitoring and evaluation and knowledge management components in Kaduna State, by developing indicators and formats for supporting the collection, analysis, and arching of information covering all programme activities. Collaborates with the State Ministry of Health and other related agencies and stakeholders to strengthen state-level M&E and knowledge management systems.

Qualification Requirements:
Include a Master Degree in Public Health, Epidemiology, Demography, Statistics, or other relevant social science or research field, plus at least six years of professional experience in monitoring and evaluation, information management, or other relevant health-related analytic experience

Project Driver (Kaduna and Jigawa):
Performs the operations, maintenance and management of project vehicles, including routine maintenance, registration, tagging, as well as providing transportation for project activities for National/Federal headquarter team. Perform project routine business in the specific state office, such as receiving and delivering official project documentation.

Qualification Requirement:
Includes valid Nigerian driver’s license, plus at least six months prior experience in commercial driving, completion of Secondary School is highly desirable. Excellent driving record and experience in traveling trough Kadua and Jigawa and other key cities.

Job Description:

  • Review and evaluate the Campaign Concept Document (CCD)
  • Identify data integrity issues on data used in campaigns
  • Implement best practice revenue leakage identification strategies

  • Ensure all Campaign revenue disputes are resolved
  • Develop controls on RA Application required for CLM Assurance
  • Conduct periodic reconciliation of campaign datasets between network switch and bill systems in line with MTNN specifications
  • Ensure proper data management and server housekeeping
  • Participate in weekly cross functional CLM meeting
  • Perform follow up of previous campaigns to ensure reversion to required state

  • Monitor NWG and IS compliance to all deadlines and reporting requirements
  • Advise Telecom analytics manager on past/current/future automation projects
  • Guide and advise external auditors on data and systems complexities
  • Ensure data requests for external audit are met

Required Skills:

  • 4 years work experience which includes:
  • 3 years experience in data analysis
  • Object oriented development experience, java and/or Python
  • Experience with technical activities with heavy reliance on data analysis skills, such as data conversions, systems integration, or data warehousing
  • Experience with programming and scripting in a UNIX environment, including database experience
  • Fundamental SQL programming skill
  • Experience in implementing/operating operational and business support software (OSS / BSS)
  • Data storage and management techniques
  • Revenue assurance experience, including data reconciliation, usage analysis, Inter-carrier analysis, etc

Qualification:

  • First degree in computer science, statistics, accounting and/or a related numerate field.
  • Certification in any OSS/BSS e.g. SQL, Python, Unix, Oracle,ACL. Certified Information Systems Auditor (CISA) and/or Associate Chartered Accountant (ACA) will be an added advantage.

USAID Nigeria is funding the project of The Network on Ethics/Human Right, Law, HIV/AIDS Prevention, Support and Care (NELA). A non-governmental organization based in Ibadan, but implementing HIV/AIDS, other health related activities in all the six-geopolitical zones in Nigeria.

NELA plans to implement a project to improve access to quality Orphans and Vulnerable Children (OVC) programming in Adamawa, Bornu; Yobe and Jigawa States of Nigeria and also to increase the adoption of safer sexual behaviour and promote normative change among selected sub­groups within general population in Nigeria to reduce new HIV infection. Successful candidates will be required to travel to the listed States as the job demands. The appointment will be for a period of one year in the first instance, but subject to extension of with availability of fund.

Job Position: Monitoring and Evaluation/Research and Publication Manager

The Job:
Must have an understanding of the HIV/AIDS epidemic and challenges with Orphan and Vulnerable Children (OVC) Programming in Nigeria. He/she must be able to lead and motivate others, able to work and deliver under-minute supervision, a good manager of people and resources and a team player with ability to pay attention to details. The M&E/Research and Publication Manager is responsible for all monitoring, evaluation and reporting activities working in collaboration with the Federal Ministry of Women Affairs, M & E OVC counterpart at the Federal and State levels.

He/she develops and maintains systems to collect and analyze information on inputs, outputs, outcomes and impacts of the project. He/she conducts supportive supervisory visits to States/LGAs and the sub-grantees at the community level to observe monitor, provide guidance and quality feedback on the use of OVC and prevention data and indications, analyse monthly, and support training of M&E personnel, quality assurance methods, both at the States and LGA levels.

He/she must initiate operational research on the prevention and OVC activities and outcome of the research in reportable/publishable document to share lessons with others.

Other responsibilities include:

  • Develop project monitoring plan
  • Conduct verification exercise and Data Quality Assessment (DQA).
  • Supervision and mentoring of partner’s organization’s M&E offices
  • Keep records of all source documents for verification of project accomplishments.
  • Tract data and program achievement
  • Ensure periodic M&E reports from partners to NELA according to agreed guidance.

  • Identifies and undertake operation research to ensure improved quality service delivery to target group and documents best practice from the program.
  • Builds and maintains relationship with funding partners and the relevant Government of Nigeria departments/units and/or private sector towards establishment and sustainability of children welfare program in the communities and country at large.
  • Undertake other responsibilities not outlined above but which are commensurate with a role of this nature and which have been discussed and agreed with the Chief of Party.

Qualification and Experience:

  • Candidates must have a minimum of Masters in Public Health (Epidemiology and Medical Biostatistics), social and Developmental Sciences with sound knowledge in Statistical analysis and Epidemiology.
  • A minimum of at least 5-8 years experience in M&E Work.
